Seville, Spain – At the ITS European Congress 2025 in Seville, the European C-Roads Platform and six major European deployment initiatives dealing with ITS and C-ITS deployments – X4ITS, MATIS, MERIDIAN, SCALE, C-Roads Germany 3, and C-Roads Austria 3 – signed a Memorandum of Understanding (MoU) to reinforce cooperation and accelerate the harmonised deployment of Cooperative Intelligent Transport Systems (C-ITS) across Europe.
C-Roads unites 21 European States and road operators to deploy harmonised C-ITS services, ensuring interoperability and forming the basis for connected and automated driving.
MERIDIAN advances digitalisation and multimodal transport management to improve freight mobility, reduce congestion and support CCAM services in line with the European Green Deal.
C-Roads Germany – Phase 3 expands deployment in six pilot areas, focusing on harmonised Day-1 and Day-1.5 services and common evaluation methods.
X4ITS builds on the CROCODILE initiative, improving cross-border transport in Central and Eastern Europe through harmonised ITS applications on corridors and in urban areas.
MATIS accelerates smart ITS deployment across four countries and three TEN-T corridors, delivering advanced traffic management, improved safety and reduced emissions.
SCALE scales up mature C-ITS services, pilots new use cases at ten sites and develops strategies and guidelines for long-term deployment.
C-Roads Austria 3 continues motorway and urban C-ITS rollout in Austria, extending services to cities like Klagenfurt and Graz to enhance safety and sustainability.
The Memorandum of Understanding defines three key areas of cooperation:
Alignment & Feedback: ensuring corridor projects follow C-Roads specifications while providing input for continuous improvement.
Collaboration & Strategy: developing joint deployment strategies, cross-testing activities, and enhanced knowledge exchange to secure sustainable C-ITS operations.
Evaluation & Promotion: adopting common evaluation methodologies and promoting C-ITS jointly to strengthen Europe’s overall impact.
This agreement marks an important step towards interoperable, reliable and future-proof mobility services, ensuring that connected and cooperative transport solutions deliver benefits to road users across borders and throughout Europe.
